Guidance for Subsidy Providers Receiving PPP and CARES Funding

The Department of Early Education and Care (EEC) is providing guidance for child care programs receiving multiple sources of funding in response to program closures mandated by Executive Order Temporarily Closing All Child Care Programs and Authorizing the Temporary Creation and Operation of Emergency Child Care Programs. These funding streams include: Child Care Development Funds (CCDF), Coronavirus Aid, Relief, and Economic Security Act (CARES Act), and the Small Business Administration (SBA) Paycheck Protection Program (PPP).

Support for Unemployed Workers

The Department of Early Education and Care is committed to doing everything in its power to support the EEC workforce and the families that it serves during the COVID-19 pandemic, so that providers and families have the best chance at economic recovery. To that end, EEC will continue to provide childcare subsidies and vouchers to those agencies who had been serving families when the pandemic struck and childcare agencies had to close. In addition, EEC is working on additional strategies now to financially support the sector until families and providers can get back to work.

However, for those EEC workers and owner-operators who are unable to sustain themselves with these subsidies and/or for those agencies who are not currently receiving subsidies, EEC has prepared this fact sheet, which summarizes the types of state and federal financial assistance available through the State of Massachusetts to help cover their income lost as a result of the COVID-19 pandemic.

Small Business Loan and Recovery Programs

The federal Small Business Administration’s Paycheck Protection Program (PPP) loan program closed on August 8, 2020. If you currently have a PPP and/or EIDL loan, please review the resources and Frequently Asked Questions (FAQs) below.

EEC is partnering with the Children’s Investment Fund to provide technical assistance on PPP.
